What Is the UV Index? The Scale, Explained

The UV Index is the number that tells you how strong the sun actually is — not how hot, not how bright, but how quickly unprotected skin can burn. It runs from 0 upward and it is standardised internationally, which means UV 7 in Sydney means the same thing as UV 7 in Seville.

What does the UV index actually measure?

It measures the intensity of sunburn-causing ultraviolet radiation reaching the ground at a given place and time, expressed on a standard scale from 0 upward. Higher numbers mean less time before unprotected skin is affected. The scale is open-ended at the top, though values above 11 are uncommon outside the tropics and at high altitude.

The important thing is what it is not. It is not a temperature, and it is not a measure of how bright the day looks. Both of those are things you can feel; UV is not.

What do the UV index numbers mean?

The US EPA groups the scale into five bands, and the World Health Organization sets the protection threshold at 3. Each band above carries different practical advice.

What determines the UV index?

Four things, per the EPA: sun angle — itself a function of latitude, day of year and time of day — plus altitude, cloud cover and stratospheric ozone. Altitude adds roughly 6% more UV per kilometre above sea level.

Air temperature is absent from that list, and that absence explains most of the confusion around the index. A breezy 20°C afternoon and a still 32°C one at the same place and hour carry the same UV. Heat is something your body senses immediately; UV is not, which is why a number is worth checking rather than a feeling worth trusting.

Cloud is the other common misreading. Scattered cloud still transmits about 89% of UV and broken cloud about 73%; only full overcast makes a real dent, at roughly 31%. “It’s a bit cloudy” is close to no protection at all.

When is the UV index at its highest?

Around solar noon on any given day, and around the June solstice across the northern hemisphere. Both follow from sun angle: the higher the sun sits, the shorter the path its light takes through the atmosphere, and the less UV is absorbed on the way down.

Worth knowing: the year’s hottest weeks do not line up with the year’s strongest sun. The National Weather Service describes the lag plainly — “the warmest part of the summer lags the summer solstice” — with peak temperatures arriving about three weeks later because ground and water take time to warm. How should you use the number?

Treat 3 as the line where protection starts, and check the hourly forecast rather than the daily headline. A “UV 9 day” is rarely UV 9 for more than a couple of hours, and knowing where that peak sits is usually more useful than the day’s maximum.
